$100 monthly, whilst another officer pays but $90 for a five-
roomed flat in a modern building on the Peak. The Commissioners
recommend that all Government quarters, except those occupied
by subordinate officers who are granted free quarters, bo
assessed ( not necessarily at the market rate), and that the
officer occupying the same be charged the assessed rental
irrespective of his salary.

Commissioned Police and Prisons Officers should be
charged rent for quarters occupied by them in the same manner as
other senior officers, except when they are definitely required to occupy specific quarters, such as a police station or gaol,
in connection with their duties.

The Commissioners regret that the Government has seen
fit to abandon the time honoured title of 'Captain Superintendent
of Police', which has at once entailed the additional and highly
paid post of Deputy Inspector General of Police.

Where an officer who has hitherto enjoyed free quarters
is transferred to a branch of the service where free quarters
are not granted, e.g.an overseer transferred to the Senior
Clerical and Accounting Staff, he should give up his free
quarters. He should accept all the incidence of the now
branch, as the transference is not compulsory, and, though
it may involve an initial temporary monetary loss, it
constitutes in most cases promotion with better prospects.

REVENUE. It has been suggested to the Commissioners
that in certain cases Crown Rent is too low. The question is
a difficult one, but it should be gone into, and if it is
found that it can bo raisod, it should be so raised. Another
suggestion is that Crown Ront should be increased, and the
promia of land sales decreased to an extent equal to the
capitalized
